Kieu Ngoc Anh, 27, surrendered to police in Ha Noi after the Hung Yen Provincial Police Investigation Agency issued a wanted notice for him.

Initial investigation results indicate that on the afternoon of 14/1, Ngoc Anh murdered a 20-year-old woman on an internal road within Pho Noi A Industrial Park, Nhu Quynh commune, Hung Yen. He then stole her motorbike and other property.

The perpetrator then traveled to Lac Dao commune, where he approached and attacked another woman with a knife. The victim attempted to flee into a nearby house but died from critical stab wounds.

After committing the crimes, Ngoc Anh fled to Bac Ninh province, abandoning the stolen motorbike in Thuan Thanh commune. Hung Yen Provincial Police mobilized various forces and coordinated with Bac Ninh Provincial Police to apprehend Ngoc Anh. Police in communes and wards across both provinces also issued wanted notices, including identification images, to alert residents.
