A 17-year-old boy from Nam Giang commune used social media accounts to target vendors selling goods via livestreams. After selecting an item, he would contact the seller to agree on a price.
He would then create a fake bank transfer receipt and send it to the seller. Upon receiving the fabricated receipt, the vendors, believing they had been paid, would ship the goods.
