On 10/7, the Ministry of Public Security announced that the Department of Corruption, Economic, and Smuggling Investigation (C03) initiated legal proceedings and arrested Mr. Giang on 2/7 for investigation of abuse of power.
C03 also arrested Pham Van Hoanh, deputy director of the Thanh Hoa Department of Agriculture and Rural Development, along with subordinates Nguyen The Hung, head of the Department of Geology and Minerals, and Nguyen Van Tam, an expert from the Office of the Thanh Hoa Provincial People's Committee, on the same charges.
The prosecution of these 4 Thanh Hoa officials is part of a broader investigation into a case involving Thien An Phat Minerals Joint Stock Company.

Initial findings by C03 indicate that these officials abused their power for personal gain, violating their assigned duties. The violations involve the appraisal, consultation, and decision-making process for issuing mining permits to businesses in Thanh Hoa province. This has caused significant damage to state assets and public outrage.
Previously, on 5/4, C03 prosecuted and detained Nguyen Xuan Tung, director of Thien An Phat Minerals Joint Stock Company, along with 3 shareholders. They were charged with violating regulations on resource exploration and exploitation, and violating accounting regulations with serious consequences.
