The Ho Chi Minh City People's Procuracy has issued an indictment, prosecuting Le Anh Diep (31, known as TikToker Tang Keng Ong Trum) and Doan Quoc Viet (23, known as TikToker Du Bau Troi). They are charged with "abusing democratic freedoms to infringe upon the interests of the State, and the legitimate rights and interests of organizations and individuals," under Clause 2, Article 331 of the Penal Code.
According to the indictment, Le Anh Diep stated that he observed many individuals gaining fame by posting videos on TikTok. Noticing the platform's lack of content moderation prior to publishing, he conceived the idea of creating clips to attract attention.
On 8/10/2025, at a house in Long Khanh 3 residential area, Tam Phuoc ward, Dong Nai province, Diep used his phone to record two videos. These videos featured vulgar dialogue, promoted division between the northern, central, and southern regions, and attacked disaster relief efforts for those affected by natural disasters in the northern provinces. This content negatively impacted disaster relief operations.

After recording, Diep uploaded the two videos to TikTok. The videos quickly attracted a large audience, spread widely, and appeared on trending lists. The content caused public outrage, leading to strong criticism and condemnation, and affecting online security and order.
Authorities identified hundreds of TikTok accounts that posted rebuttal videos, expressing anger at Diep's actions. The Investigation Police Department of the Ho Chi Minh City Police also received numerous requests from individuals and organizations for criminal prosecution, denouncing the content of the two videos from the TikTok account "Tang Keng Ong Trum".
In mid-10/2025, after watching Le Anh Diep's videos on TikTok, Doan Quoc Viet commented, shared, and used his phone to record two videos. These videos also featured vulgar dialogue and promoted division between the northern, central, and southern regions.
The videos from both defendants subsequently garnered significant interaction and generated numerous conflicting opinions. This impacted online security and order, facilitating the widespread dissemination of provocative and divisive content.
Expert assessment requested by authorities determined that the content of the two videos posted by Le Anh Diep was deemed to "undermine national unity" under Point c, Clause 1, Article 8, and to "seriously insult the honor, reputation, and dignity of others" under Point a, Clause 3, Article 16 of the 2018 Cybersecurity Law.
The prosecution assessed that the actions of Le Anh Diep and Doan Quoc Viet negatively impacted the national unity policy, affected charitable activities, disaster recovery efforts, and cybersecurity. Therefore, the Procuracy proposed strict legal action to deter, educate, and ensure general prevention.
