According to Hanoi Police, vehicle owners, co-owners, and buyers residing in Hanoi can transfer vehicle ownership online through the Ministry of Public Security service portal.
First, the seller (vehicle owner) logs into the portal using their level 2 VNeID account and selects the "vehicle ownership transfer" option to enter information for the vehicle retrieval procedure. The required information includes vehicle details, co-owner information (if any), and buyer information.
The system verifies the vehicle details and personal information of all parties involved. If the information is complete and accurate, the transaction proceeds to the confirmation step.
The service portal sends a transaction confirmation request to the VNeID accounts of the seller, co-owner (if applicable), and buyer for authentication.

After the transaction is confirmed, the portal notifies the parties to proceed with the vehicle registration retrieval procedure. Simultaneously, the authorities send data to the vehicle registration system for retrieval processing and to the electronic tax system for pre-tax payment.
Finally, the buyer pays the pre-tax fee at the tax office and then logs back into the service portal to submit information and complete the ownership transfer.
The data generated during the retrieval and pre-tax payment processes are automatically reused by the system, eliminating the need for citizens to resubmit information. Upon completion, the vehicle registration system sends the processing results to the service portal to notify the buyer.
Hanoi Police noted that online transactions are only applicable when the owner, co-owner, and buyer are individuals, possess level 2 VNeID accounts, and reside in Hanoi.
Proxy submissions are not allowed. The person performing the transaction must be the vehicle owner whose name appears on the vehicle registration certificate.
If the vehicle owner is married, both spouses must confirm the transaction using their respective VNeID accounts.
Hanoi Police encourages citizens to contact their local commune or ward police for guidance on installing and authenticating their level 2 VNeID accounts. Citizens are also advised to update their marital status in the National Population Database, especially those recently married or divorced, to ensure data accuracy and completeness.
