According to the investigation, the trafficking operation began in early 2011. Chien and her four accomplices established a network to identify vulnerable women who were unemployed or had unstable work and were seeking employment. They would then deceive these women, luring them abroad with false promises of easy, high-paying jobs, only to sell them as wives to local men.
In one specific case, the group approached a financially struggling woman from the former Ky Son district. They enticed her to cross the border and sold her to a foreign man for 90 million dong. Chien reportedly gave 20 million dong to the victim's family, while the remaining sum was distributed among the suspects.
After many years of investigation, Nghe An Provincial Police successfully located the five suspects on 29/1. The victim has since been rescued and returned to her hometown.
