Will administrative fines up to one million dong no longer require a written record from July 1st?

As a delivery driver, I'm constantly on the road. Despite my best efforts to follow traffic laws, occasional unintentional violations are unavoidable.

I've always complied with penalties, but a recent incident left me puzzled. An officer in uniform stopped me, issuing an on-the-spot fine without any written documentation. This raised concerns about their legitimacy.

Under current regulations, when can authorities issue fines without a written record? When is it mandatory? I've heard regulations will change on 1/7. Could you clarify these points?
