On 11/1, the Hanoi City Police announced that the Investigative Police Agency criminally detained Van Anh, residing at the CT5-DN2 building, My Dinh 2 ward, to investigate her actions of disturbing public order.
According to the police, initial findings indicated that the victim assaulted by Van Anh suffered a concussion and soft tissue injuries to the head and chest wall. However, subsequent examination revealed no signs of injury, bruising, or swelling, resulting in a 0% injury rate for the victim.
Police assessed that Van Anh's actions violated the law. Although the victim did not sustain severe injuries, the incident negatively impacted public opinion and local security and order.
The initial cause of the incident was determined to be the unusual behavior of Van Anh's son, a 6th-grade student. The boy frequently rang doorbells, knocked on neighbors' doors, and teased people in the building.
Chi Hang, who lives in the apartment adjacent to Van Anh's at the CT5-DN2 building on Tran Huu Duc street, reported this issue to the apartment complex's group chat. This report angered Van Anh.

Around 8 p.m. on 8/1, as Chi Hang returned home from work, her neighbors, the couple, called her back and asked if she "had an opinion" about their family. Before she could explain, Van Anh rushed out, verbally abused her, and "slapped her very hard" in the face.
Chi Hang stepped back but was grabbed by the hair and repeatedly punched in the head. The noisy incident lasted for about 5 minutes.
Speaking to VnExpress, the victim stated that she moved into the building in 2017 and has experienced frequent disturbances since then. Besides being harassed by Van Anh's son, she was also bothered by the neighbors constantly leaving dozens of pairs of sandals scattered across the hallway, causing clutter, and singing karaoke "with loud noise."
She reported the issues to the building management and management board, but they were not adequately resolved. To gather evidence and protect herself, she installed a camera outside her apartment door. Chi Hang and her son plan to rent another apartment after being discharged from the hospital because they are still afraid of the entire neighboring family.
