Chi, 53, residing in Hoai Duc commune, was recently charged by Hanoi City Police for disturbing public order.
According to initial investigations, in 2010, Chi's family mortgaged a plot of land in Tien Phong village, An Khanh commune, to borrow from a bank. The family later defaulted on the loan, leading the bank to repossess the land and sell it at auction in 2022.
A man residing in Ha Dong ward won the auction and became the legal owner of the plot. By 4/2026, the An Khanh Communal People's Committee enforced the transfer and handed over the land to the new owner.

When the new landowner authorized someone else to build a house, a conflict and argument arose with Chi. Believing the land was still under dispute, Chi placed one dog cage and one single bed in the shared alleyway in front of the repossessed plot in September.
Not stopping there, when workers arrived to build, she blocked the pathway with a motorbike, locking its steering column and leaving it there. An Khanh Communal Police repeatedly recorded the incidents and issued warnings, but she continued to obstruct.
