On 11/10, the Ninh Binh provincial police investigation agency announced the indictment and temporary detention of Nguyen Van Thang, 37, residing in Tay Hoa Lu ward, on charges of disturbing public order.
This legal action comes after a nearly two-week investigation into a Facebook livestream by Thang, which featured insulting and provocative remarks directed at a man within the Trang An scenic landscape complex. The incident sparked public outrage.

According to the investigation, on 28/9, Thang went to Cuong De restaurant in Trang An residential area, Tay Hoa Lu ward, and used his phone to livestream on social media. He is accused of using offensive, abusive, and provocative language towards Duong Van Hung, a 64-year-old restaurant employee. A physical altercation ensued, during which Hung used a "dieu cay" (a traditional Vietnamese bamboo pipe for smoking tobacco) to chase Thang.
Videos of the argument and altercation were widely shared across social media platforms, garnering millions of views and comments. Many expressed indignation at Thang's behavior and provocative language towards Hung.
Ninh Binh provincial police determined that Thang's actions caused public anger, negatively impacting security, order, and the local tourism image. Significantly, the incident occurred within the Trang An scenic landscape complex, a UNESCO-recognized world cultural and natural heritage site.
Immediately after the incident, Tay Hoa Lu ward police summoned and interviewed those involved, took statements, inspected the scene, and gathered documents and evidence. The case file was then transferred to the Ninh Binh provincial police investigation agency for further processing.

During the investigation, Hung and the restaurant owner filed complaints with authorities, accusing the Facebook user of humiliating others and disturbing public order.
Prior to his arrest, Thang frequently livestreamed and posted vulgar, provocative content on his personal Facebook page.
Police continue to clarify the actions of other individuals involved for appropriate legal action.
