Hanoi to remove parking lots under overpasses by October 30

Following a fire that destroyed 500 motorbikes under Vinh Tuy bridge, Hanoi's Department of Construction has ordered the removal of all parking lots beneath overpasses by October 30.

On September 4, the Department of Construction tasked the Traffic Infrastructure Maintenance Board with inspecting the management and use of roadside safety corridors. Any encroachments or unauthorized use must be addressed promptly. The responsible units will be held accountable for any continued violations and must report their findings by September 15.

The Maintenance Board must also collaborate with the Traffic Police and Administrative Police to strengthen inspections and strictly handle fire safety violations, including the unauthorized use of underpass areas for parking.

The Traffic Infrastructure Management Division is responsible for finding solutions and relocating all parking lots from road infrastructure protection zones. They must also identify streets where sections can be temporarily used for parking and submit proposals for approval to the city's People's Committee in September, ensuring compliance with regulations.

The Ministry of Construction has also instructed provinces and cities to develop plans for relocating parking lots from under bridges and prioritize investment in building standard parking facilities according to urban plans, meeting the demand for static traffic.

On the afternoon of August 30, a fire broke out at a parking lot under Vinh Tuy bridge at 335 Nguyen Khoai, destroying approximately 500 motorbikes across 300 square meters. The fire damaged the concrete protecting the bottom of span N1, exposing the transverse reinforcement steel and some longitudinal bars. Span N2 also suffered damage, exposing some transverse reinforcement steel, but no damage to the longitudinal steel bars was found. No damage to the gel protecting the prestressed steel tendons has been reported in either span.

Pillar T2 suffered concrete peeling, exposing rebar in some areas. The T2A lighting cabinet caught fire, causing a power outage to 54 lampposts on Vinh Tuy bridge in the direction from Long Bien to the city center.

To ensure the bridge's structural integrity after the incident, Hanoi's Department of Construction has restricted traffic on Vinh Tuy bridge to vehicles under 18 tons.
