At the conference, the prime minister announced the politburo's decision to appoint Le Hoai Trung, member of the central committee of the communist party and head of the party's central office, to the party delegation of the government for the 2020-2025 term. Previously, the prime minister had assigned Trung to the Ministry of Foreign Affairs and appointed him as acting minister of foreign affairs.
Seven other personnel changes were also announced. Vu Hai Quan, member of the party central committee and president of Ho Chi Minh City National University, was appointed standing deputy minister of science and technology.

Nguyen Van Quang, member of the party central committee and secretary of the Da Nang city party committee, was appointed standing deputy inspector general of the government inspectorate.
Vu Manh Ha, alternate member of the party central committee and standing deputy secretary of the Lai Chau provincial party committee, was appointed standing deputy minister of health.
Le Quan, president of Hanoi National University, was appointed deputy minister of education and training.
Phan Chi Hieu, president of the Vietnam Academy of Social Sciences, was appointed deputy minister of justice.
Hoang Minh Son, deputy minister of education and training, was appointed president of Hanoi National University.
Le Van Loi, deputy director of the Ho Chi Minh National Academy of Politics, was appointed president of the Vietnam Academy of Social Sciences.
Tran Hong Thai, deputy secretary of the Lam Dong provincial party committee and chairman of the Lam Dong provincial people's council, was appointed standing vice president of the Vietnam Academy of Science and Technology.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the new appointees possess the qualifications, capabilities, and prestige, earning the trust and high expectations of the party and state leaders. He expressed his confidence and hope that they would leverage their strengths, overcome challenges, and excel in their new roles.
The prime minister urged the new leaders to focus on implementing the resolutions and conclusions of the party, the national assembly, and the government in areas such as investment, scientific research, technology, education, training, and public healthcare. He stressed the importance of personnel work, stating that "personnel are the foundation of all work." The prime minister encouraged a spirit of daring to think, daring to do, and daring to take responsibility for the common good, and advocated for appropriate policies and compensation for officials.
On behalf of the newly appointed officials, Nguyen Van Quang, standing deputy inspector general of the government inspectorate, expressed that the appointment was an honor not only for himself but also for his colleagues, agencies, and localities.
