The Phu Tho Provincial People's Council (HDND) issued the disciplinary decision against Ngoc at its session on the morning of 14/10, with unanimous approval from all attending delegates. This dismissal from his government position comes nearly a month after the Secretariat of the Party Central Committee expelled him from the Party.
Previously, on 10/9, Ngoc and doctor Le Dinh Thanh Son, director of Phu Tho Provincial General Hospital, were prosecuted and detained on bribery charges. The Department of Investigation of Corruption, Economic, and Smuggling Crimes (C03) of the Ministry of Public Security carried out the arrests. According to the Ministry of Public Security, the two individuals are accused of "receiving large sums in bribes." C03 is expanding its investigation to clarify the roles and actions of the defendants and related individuals, while also recovering assets for the State.

On 16/9, Ngoc was expelled from the Party by the Secretariat due to degradation in political ideology, ethics, and lifestyle. He also violated Party regulations and State laws in performing his assigned duties and responsibilities, particularly in anti-corruption, wastefulness, and negativity efforts. Furthermore, he violated regulations on what Party members are prohibited from doing and their responsibility to set an example. These violations caused severe consequences, public outrage, and significantly damaged the reputation of the Party organization, locality, agency, and workplace.
Ngoc, 56 years old, spent most of his career in Phu Tho's healthcare sector. He served as a head of department, then deputy director, and later director of the provincial general hospital. Subsequently, he spent 11 years as deputy director and then director of the Department of Health. In 10/2024, Ngoc was elected vice chairman of Phu Tho Provincial People's Committee. In late 2025, he was appointed professor in the medical field.
