Prime Minister: Every budget dong must be used efficiently

Prime Minister Le Minh Hung calls for strict budget management, combating waste and widespread inefficient investment, as he launches a two-digit growth emulation movement.

The Prime Minister made the request at the launching ceremony of the emulation movement "Determined to successfully achieve the two-digit sustainable growth target for the 2026-2030 period", held on the morning of 13/6 in TP HCM.

TP HCM, the country's economic locomotive, was chosen to launch the movement to spread a spirit of innovation and a desire for development throughout society. The program was attended by government leaders, ministries, localities, and businesses, and connected online to provinces and cities nationwide.

According to the Prime Minister, Vietnam aims to become a developing country with modern industry and upper-middle income by 2030, and a developed, high-income country by 2045. To achieve this, the economy needs to maintain a fast, sustainable growth rate of 10% or more during the 2026-2030 period.

"To successfully achieve the two-digit growth target, we cannot follow old ways, old thinking, or old approaches", the Prime Minister stated. He also called for strategic vision, breakthrough thinking, and decisive action, making sustainable growth and the people's happiness the highest goals.

The head of government urged all levels, sectors, localities, citizens, and the business community to promote a patriotic emulation spirit, solidarity, and unity to achieve the growth target.

He called on the entire political system to focus on six key task groups: institutional improvement; developing science and technology, innovation, digital transformation, and green transformation; investing in synchronized, modern infrastructure; building a professional, ethical administration; practicing thrift and combating waste; and ensuring national defense, security, foreign affairs, culture, and social welfare.

Regarding public finance management, the Prime Minister requested practicing thrift, combating waste, and strictly managing the budget and national resources. "Ensure every budget dong is used efficiently, transparently, and accountably, linked to socio-economic development goals", he said.

The Prime Minister also called for resolutely combating waste, widespread inefficient investment, drastically reducing administrative procedures, removing institutional bottlenecks, and addressing avoidance and shirking of responsibility. Ministries and localities must accelerate national key projects and definitively resolve long-standing stalled projects to unlock development resources.

This requirement comes as public investment continues to be identified as a crucial driver of the economy. Many large infrastructure projects in transport, airports, logistics, digital transformation, and innovation are being promoted. To date, the country has put into operation and technically opened over 3,300 km of expressways; many railway, airport, and ring road projects continue to be implemented.

Experts estimate Vietnam will need approximately 1,65 quadrillion dong in public investment capital in 2026 to support the 10% GDP growth target, given that the total social investment capital demand could reach up to 5,8 quadrillion dong.

Government leaders also believe that science and technology, innovation, digital transformation, and green transformation must become important drivers for enhancing labor productivity, growth quality, and national competitiveness. The administration needs to be modern, close to the people, listening, and acting for the people.

"I want every citizen to transform emulation into self-motivated action, starting from doing their daily work better, being more creative in labor, and more responsible towards the community", the Prime Minister said.

At the launching ceremony, representatives from several localities, ministries, and businesses spoke in response. The Vietnam National Industrial and Energy Group committed to boosting investment, innovating technology, ensuring energy security, and maintaining an average growth of 10% annually. TH Group committed to accompanying green economic development, improving human resource quality, and contributing to achieving the two-digit growth target.
