The Thanh Hoa Provincial Party Committee Standing Board recently agreed in principle to continue researching the planning for the province's new political and administrative center in Hac Thanh ward. The proposed location is at the southeast corner of the intersection between Nam Song Ma Boulevard and Nguyen Hoang Boulevard, forming part of sub-zone number two within Thanh Hoa's general urban plan. This 160-hectare site lies along the right bank of the Ma River.
Currently, Thanh Hoa's provincial administrative agencies are scattered across the core urban area of Hac Thanh, a densely populated area with heavy traffic. Due to phased investments, the public office system lacks uniformity. Some headquarters are cramped and dilapidated, failing to adequately meet the needs of staff and the public.
This research into a new political and administrative center aims to consolidate agencies, create a modern workspace with synchronized infrastructure, and improve government efficiency. It also offers an opportunity to reorganize urban space and alleviate pressure on the existing city center.

According to the Thanh Hoa Provincial Party Committee Standing Board, the new administrative center's planning must integrate with the overall spatial development along both banks of the Ma River. This aims to drive Thanh Hoa's urban expansion eastward.
Relevant agencies must comprehensively study the transportation system and technical infrastructure to minimize conflicts at intersections. Plans for adjusting the dike route, ensuring flood discharge capacity, land clearance, resettlement, and investment mobilization require thorough evaluation.
The province also requires a comprehensive review of the urban project along Nam Song Ma Boulevard, existing residential areas, structures, and ongoing projects within the study area. This will help propose appropriate solutions and prevent planning overlaps.
Alongside the new administrative center, the Provincial Party Committee Standing Board agreed to study investment options for the Southeast Thanh Hoa urban area in Quang Phu ward, as per the approved plan. Both areas must ensure synchronized connectivity in architectural space, transportation, and technical infrastructure.
Another research area involves converting the function and relocating the Le Mon industrial park, currently in Quang Phu ward, out of the central urban area. This plan aligns with urban development directions and creates land for higher-value uses.
However, provincial leaders require a full assessment of the industrial park's relocation, including its impact on production, worker employment, land use, environment, and implementation resources.
The Thanh Hoa Provincial Party Committee Standing Board requires these matters to be studied as a unified whole. This approach aims to prevent individual projects from leading to planning conflicts, overlapping investments, or inefficient land use.
To date, the new political and administrative center remains in the planning research phase, with no information available on its total investment or implementation timeline.
