General Secretary and President To Lam met with United Nations (UN) Secretary-General Antonio Guterres at the UN headquarters in New York, US, on 23/9. The meeting took place during the 81st UN General Assembly High-Level Week, according to the Vietnam News Agency (VNA).
Secretary-General Guterres commended Vietnam's active participation in security, politics, sustainable development, and just energy transition. He expressed his hope that Vietnam will continue its robust engagement in global transitions, contributing to climate change response efforts and promoting emerging technologies like artificial intelligence (AI).
General Secretary and President To Lam underscored Vietnam's new strategic direction: sustainable development, with the quality of life, safety, and happiness of its people as core measures.
He highlighted Vietnam's significant shift from an aid recipient to an active, responsible contributor, strengthening the UN's central role. The General Secretary and President affirmed Vietnam's support for the UN80 reform initiative, aimed at optimizing the organization's operational effectiveness.

General Secretary and President To Lam emphasized Vietnam's commitment to deeper involvement in peacekeeping operations. He announced Vietnam’s offer of free office space for UN agencies in Hanoi for the next 10 years, valued at an estimated 3 million USD. Vietnam will also contribute nearly 1.3 million USD to the international peacekeeping budget and stands ready to host major conferences.
Vietnam will actively contribute to UN initiatives focused on global governance in science and technology, artificial intelligence, green transition, and digital transformation.
Additionally, General Secretary and President To Lam requested the UN's continued partnership with Vietnam in digital transformation, capacity building, and experience sharing. He also sought assistance in connecting with international expert, technology, and financial networks to address climate change and promote green transition, specifically mobilizing resources and enhancing the implementation of the Just Energy Transition Partnership (JETP) framework.
Both sides agreed to effectively implement the Strategic Cooperation Framework for 2027-2031, along with national program documents developed with specialized organizations such as the United Nations Development Program (UNDP), the United Nations Children's Fund (UNICEF), and the United Nations Population Fund (UNFPA). This collaboration aims to reform global governance and international financial systems, fostering fairness and transparency.
