This visit by General Secretary To Lam follows the successful 14th National Congress of the Communist Party of Vietnam and the 12th National Congress of the Lao People's Revolutionary Party.
The delegation includes Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Secretary of the Party Central Committee and Head of the Central Organizing Commission Le Minh Hung, and other high-ranking officials, according to the Vietnam News Agency (TTXVN).

General Secretary To Lam will hold talks and meetings with senior leaders of the Lao Party and State to comprehensively discuss the situation in each Party and country. They will also assess cooperation results from the past and agree on major directions for bilateral cooperation in the new development phase.
Both sides are also expected to sign several important cooperation documents between various committees, ministries, sectors, and localities. These agreements will create a new legal framework and momentum to foster deeper, more substantive, and effective bilateral cooperation.
Deputy Minister of Foreign Affairs Nguyen Manh Cuong stated the visit holds significant importance for the special Vietnam-Laos relationship. This is particularly true for shaping the future of cooperation and development between the two countries in this new phase.
Vietnam and Laos established diplomatic relations on 5/9/1962. In 2/2019, both nations agreed to elevate their relationship from "traditional friendship" to "great friendship".
Bilateral trade turnover has steadily grown over many years, reaching the 3 billion USD mark for the first time in 2025. Vietnam's investment in Laos increased by more than 7 times compared to the same period last year, with a total capital of over 5,6 billion USD. This brings the cumulative capital to 6,21 billion USD across 276 projects, maintaining Vietnam's position among the leading investors.
Each year, Vietnam grants thousands of scholarships to Lao students. Tens of thousands of Lao officials and students have studied and continue to study in Vietnam, fostering human resources and long-term cooperation bridges. Local cooperation is also increasingly active, with many sister provinces and cities engaging in specific cooperation programs.
