On the evening of 26/1, Cuban First Secretary and President Miguel Diaz-Canel congratulated General Secretary To Lam on the successful 14th National Party Congress and his election to a leadership position for the new term, according to the Ministry of Foreign Affairs. This call underscored the deep ties between the two nations.
Diaz-Canel praised the historical achievements of the Communist Party of Vietnam over 40 years of Renewal (Doi Moi), recognizing them as a strong foundation for Vietnam's new development era and valuable experience for Cuba's ongoing economic reforms. He also commended the leadership and vision of the Communist Party of Vietnam, led by General Secretary To Lam, expressing confidence in Vietnam's steady progress towards its 2030 and 2045 goals.

General Secretary To Lam affirmed the 14th National Congress's success and its significant historical mission. The Congress established a people-centered development approach, designating citizens as the core, subject, goal, driving force, and resource for national progress. It also introduced "the theory of the renewal policy" as a key ideological pillar, alongside continued adherence to Marxism-Leninism and Ho Chi Minh Thought.
The Congress defined a new growth model for Vietnam, focusing on the knowledge, digital, green, and circular economies, while ensuring all economic sectors fully contribute. It also prioritized building a clean, strong, and effective Party and political system with a streamlined apparatus. In foreign affairs, the Congress affirmed international integration, linked with national defense and security, as a crucial and consistent task, pursuing an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy.
General Secretary To Lam reiterated Vietnam's high regard for the special, exemplary friendship with Cuba. He expressed Vietnam's readiness to strengthen traditional solidarity, expand, and enhance bilateral cooperation for the benefit of both peoples, and for peace, cooperation, and global development. Vietnam is also prepared to share its Renewal and socialist construction experiences with Cuba.
Miguel Diaz-Canel emphasized that Cuba's Party, State, and people prioritize relations with Vietnam. He affirmed their determination to further deepen the comprehensive cooperation, building on the valuable legacy and solidarity established by leaders Fidel Castro and Ho Chi Minh.
The two leaders expressed satisfaction with the progress in various areas of bilateral relations and the implementation of high-level agreements. They agreed to direct their respective ministries and sectors to coordinate closely and effectively implement cooperation mechanisms, plans, and programs across all channels, levels, and sectors, fostering a substantive and sustainable relationship.
