General Secretary To Lam on 26/1 held a phone call with General Secretary and President of China Xi Jinping, immediately following the highly successful 14th National Congress of the Communist Party of Vietnam, according to the Ministry of Foreign Affairs.
Xi congratulated the Congress on its success. He expressed confidence that under the resolute leadership of the Communist Party of Vietnam Central Committee, headed by General Secretary To Lam, Vietnam will fulfill the Resolution of the 14th National Congress and successfully achieve its two "100-year goals" on the occasion of the Party's and nation's founding.
General Secretary To Lam emphasized that the 14th National Congress completed its immense historical responsibility, profoundly summarizing the practical realities of Vietnam's revolution after 40 years of Doi Moi.
The Congress set forth major goals and directions, not only for the next 5-year term but also strategic orientations for Vietnam's future and national destiny in a new development era. It expressed determination to build a peaceful, independent, democratic, strong, prosperous, civilized, happy Vietnam, steadfastly advancing towards socialism.

Vietnam steadfastly adheres to the goals of national independence and socialism. It consistently takes the people as the center, subject, goal, and driving force of development. It has established a new growth model and consistently implements an independent, self-reliant, peaceful, friendly, cooperative, and developmental foreign policy, promoting multilateralization and diversification of external relations.
General Secretary To Lam also emphasized Vietnam's steadfast adherence to the "one China" policy. He highly valued China's role as a responsible major power for global and regional peace and development. Vietnam supports China's initiatives on development, security, civilization, and global governance.
General Secretary To Lam affirmed that Vietnam always highly values and gives top priority to developing relations with China. He stressed that Vietnam-China relations must continue to be a stable, long-term, and deeply strategically linked pillar.
The Party and State of Vietnam are always ready to work with the Party and State of China to further strengthen ties between the two socialist neighbors under Party leadership, accompanying and assisting each other on the path to realize the aspirations and development visions identified by the two Parties and countries.
General Secretary To Lam proposed that both sides work together to elevate political trust to a new level to comprehensively guide all areas of cooperation. This includes continuing to enhance regular and flexible high-level exchanges, leveraging the pillar role of key areas such as diplomacy, defense, and public security, and promoting breakthroughs and clear changes in substantive cooperation.
General Secretary To Lam requested General Secretary and President Xi Jinping to pay attention to directing the expansion of imports of Vietnamese goods, especially agricultural and aquatic products. He proposed that both sides give the highest priority to railway cooperation, strengthen high-quality investment cooperation linked with technology transfer and human resource training, and promote science and technology cooperation to become a new highlight.
General Secretary To Lam expressed his wish that both sides continue to cultivate friendly sentiments, mutual understanding, and trust between the peoples of the two countries, and promote tourism cooperation.
Xi Jinping affirmed that China is ready to work with the Party and State of Vietnam to deepen the Comprehensive Strategic Cooperative Partnership and elevate the China-Vietnam Community with a Shared Future, which holds strategic significance, to a new level following the "6 more" orientation.
Xi also stated that China is ready to work with Vietnam to enhance high-level exchanges, interactions, and learn from experiences in Party building and national governance. He affirmed China's readiness to import high-quality Vietnamese agricultural products and continue to encourage Chinese enterprises to invest and do business in Vietnam. He also highlighted strengthening the bilateral cooperation steering committee mechanism and cooperation in diplomacy, defense, and public security.
China is ready to strengthen exchanges within the China-Vietnam railway cooperation joint committee to achieve substantive progress in railway cooperation between the two countries. To reinforce the social foundation and root of Vietnam-China friendship, Xi expressed hope that both sides will effectively conduct youth exchanges, local cooperation, and media information activities. He affirmed China's readiness to support Vietnam in building the Museum of the Communist Party of Vietnam.
Both sides agreed to maintain close exchanges and coordination in multilateral forums and to better control and manage disagreements.
