Liu Haixing also serves as the special envoy of General Secretary and Chinese President Xi Jinping, according to the Ministry of Foreign Affairs.
The visit underscores the high priority, deep importance, and sincere friendship extended by the Party, State, and people of China to the Party, State, and people of Vietnam. It also reflects the tradition of solidarity and close ties between the two Communist Parties.

This conversation, he noted, established a strong foundation for relations between the two Parties and countries in the new term, marking Vietnam's entry into a new era of development.

Liu Haixing conveyed congratulations from the Central Committee of the Communist Party of China to its Vietnamese counterpart. He also delivered a congratulatory letter from General Secretary and President Xi Jinping to General Secretary To Lam on his re-election as General Secretary of the Party Central Committee.
He expressed confidence that the Vietnamese people, guided by the Party, will effectively implement the Resolution of the XIV National Congress. He believes they will successfully achieve the two "100-year goals" commemorating the Party's founding and the nation's establishment, secure greater new achievements, and confidently advance into a new era of national development for Vietnam.
General Secretary To Lam stated that Vietnam consistently attaches special importance and top priority to its close neighborly relations with China. He affirmed Vietnam's readiness to collaborate with General Secretary and President Xi Jinping and other Chinese leaders to guide all levels and sectors in continuously nurturing and strengthening bilateral ties in this new era.
General Secretary To Lam urged both sides to further consolidate political trust and maintain regular high-level strategic exchanges. He called for building a sincere and reliable relationship between the highest leadership of the two Parties and countries, prioritizing railway cooperation, particularly the three standard-gauge railway lines connecting the two nations.
The General Secretary further called on both sides to better manage and resolve disagreements, respect each other's legitimate interests in line with high-level common understanding and international law, and collectively maintain a peaceful, stable regional environment.
Special Envoy Liu Haixing affirmed China's consistent high regard and priority for developing friendly relations with Vietnam within its neighborhood diplomacy policy. He stressed that China-Vietnam relations, guided strategically by the highest leadership of both Parties, are currently experiencing their most favorable period of development.
