Kremlin spokesperson Dmitry Peskov stated today that the Russian military's operational effectiveness should compel Ukrainian President Volodymyr Zelensky to recognize the urgency of immediate negotiations. Peskov warned, "His decision-making space is increasingly narrowing, as territories continue to fall to Russian forces."
According to Peskov, continuing the conflict is both "meaningless and dangerous" for Ukraine. He urged, "The Ukrainian government must make a responsible decision. Do it now and take responsibility for that decision."
Peskov's comments followed the White House's confirmation on 20/11 that US officials had secretly prepared a peace plan for the Ukraine conflict and submitted it to President Zelensky. US media reports indicate the 28-point plan includes several demands Russia previously put forth to end the conflict.

On 21/11, Zelensky confirmed that Kyiv "is studying" Washington's draft peace plan. He stressed that any agreement must guarantee "peace with dignity" for Ukraine.
Zelensky stated, "I will present arguments, persuade, and offer alternatives."
The Office of the President of Ukraine reported that Zelensky held phone conversations with US Vice President JD Vance and the leaders of the UK, France, and Germany. The content of these discussions was not disclosed.
Meanwhile, Peskov noted that Moscow and Washington have not discussed the proposals in detail, but contact between the two sides has occurred.
"The US side has some ideas, but nothing substantial has been discussed yet," Peskov said. He added, "We are completely open and remain ready for peace negotiations."
