6. The United States, along with its regional partners, will develop a comprehensive plan to restore and develop Iran's economy, with a minimum funding of 300 billion USD. The mechanism for implementing this plan will be finalized within 60 days and become part of the final agreement.
7. The United States commits to lifting all sanctions against Iran according to a roadmap to be agreed upon in the final agreement. The measures considered include resolutions from the United Nations Security Council, decisions from the Board of Governors of the International Atomic Energy Agency (IAEA), as well as all unilateral US sanctions, both direct and indirect.

9. Iran and the United States agree to maintain the status quo during negotiations. Iran will not expand its current nuclear program, and the United States will not impose new sanctions or increase its military presence in the region.
10. The United States commits that, immediately upon signing the memorandum until sanctions are officially lifted, the US Department of the Treasury will issue necessary waivers to enable Iran to export crude oil, petrochemical products, and related goods. These waivers will also apply to supporting services such as banking, insurance, transportation, and related sectors.
11. The United States commits to unfreezing Iran's funds and assets that are blocked or have restricted access, in line with the negotiation process towards a final agreement. These funds will be fully at the disposal of Iran's central bank for payment purposes chosen by Tehran. The United States will issue all necessary licenses and approvals to ensure the implementation of this commitment.
12. Iran and the United States agree to establish a monitoring mechanism to oversee the implementation of the agreement and ensure full compliance with the commitments in the final agreement.
13. After the memorandum is signed and Iran receives assurances that clauses 4, 5, 10, and 11 have begun to be implemented and maintained, both parties will enter a phase of negotiations on the remaining terms of the final agreement.
14. The final agreement will be adopted by a binding resolution of the United Nations Security Council.
