In rainy conditions and limited visibility, a boy riding an electric scooter without a helmet abruptly turned without signaling. His scooter collided with a motorbike, throwing its two riders onto the road. The boy rode away while other motorists stopped to help the victims.
Motorbike and electric scooter riders are required to wear helmets. When turning, they must signal and ensure it is safe to proceed. Moreover, drivers involved in accidents should assist those injured.
Decree 168/2024 stipulates fines of 400,000-600,000 VND for motorbike and electric bicycle riders not wearing a helmet or wearing one improperly. It also mandates fines of 600,000-800,000 VND for failing to signal when turning. If such actions cause an accident, the fine can reach 14 million VND, and 10 points will be deducted from the driver's license.
