On the morning of 23/8, a dashcam captured a man riding a motorcycle without a helmet, driving against the flow of traffic in the left lane of the Hanoi-Bac Giang expressway, close to the median strip. He was traveling at high speed. Although no collision occurred, the incident forced a container truck ahead and the vehicle with the dashcam to swerve suddenly to avoid him.

Motorcycles are prohibited on expressways, especially driving against traffic. According to Decree 168/2024 regarding penalties for traffic violations, motorcyclists entering expressways face fines from 4-6 million VND, along with a deduction of 6 points from their driver's license. The penalty for not wearing a helmet is 400,000-600,000 VND.
