The dashcam footage shows a flatbed truck carrying another truck, with the rear of the load extending beyond the carrying truck. The driver attempts a left turn, crossing a solid yellow dividing line. At this moment, a woman on a scooter overtakes the dashcam vehicle from the left and, encountering the turning truck, brakes sharply, falling onto the road. Fortunately, there were no injuries.
Overtaking on the left or right of a car is a basic error that many scooter riders make, particularly at intersections. When their view is obstructed by a car, scooter riders cannot see the traffic ahead, making such overtaking akin to "blind overtaking." In this instance, the scooter rider also overtook on a solid line and a curve, compounding the danger.
The correct practice is to avoid overtaking on a solid line. Riders should wait until they have a clear view of the road ahead before deciding whether to overtake.
The truck driver's error was crossing the solid line to make a left turn. According to Decree 168/2024 on penalties for road traffic violations, failing to comply with road markings results in a fine of 400,000-600,000 VND for cars. If this action causes an accident, the fine increases to 20-22 million VND, and 10 points are deducted from the driver's license. Meanwhile, for scooters, overtaking illegally incurs a fine of 800,000-1,000,000 VND.
