Stopping against traffic on a wide road: empathy or condemnation?

A white car stopped on the opposite side of a wide road, close to the curb, to interact with a street vendor on 22/8 on Pham Van street.

The driver with a dashcam was surprised to see a car stopped against traffic ahead, its turn signal blinking, parked close to the curb. As they approached, the driver observed a woman lowering her window to transact with a street vendor. Blocked by the stopped vehicle, the dashcam driver had to swerve left to proceed.

Such situations occur daily, hourly, across the country. In areas without medians, people readily engage in such convenient stops. Notably, there are differing opinions on social media: some argue against judging others, suggesting the road is wide enough to maneuver around, advocating for empathy, and acknowledging that everyone makes mistakes. Others, however, strongly condemn such actions.

Decree 168/2024 stipulates that stopping or parking against the flow of traffic incurs a fine of 600,000-800,000 VND. If this illegal stop or parking causes traffic congestion, the fine is 4-6 million VND, and 2 points are deducted from the driver's license.

So, what do you think: should these situations be met with empathy, or should information be sent to traffic police to foster a polite, law-abiding traffic environment? My dashcam also has many such incidents, but I haven't reported any, thinking that reporting them would cost people money and cause them hardship.
