The incident occurred on a side road parallel to National Highway 38 in Dong Van ward (Ninh Binh). A truck approaching an intersection encountered a motorbike crossing the road. The surprised driver, unable to brake in time, swerved right to avoid a collision. However, another motorbike was waiting on the right side of the road. The truck hit the waiting motorbike head-on and overturned. The extent of injuries or fatalities is currently unknown.

Drivers should reduce speed and carefully observe the surroundings when approaching intersections, only accelerating after safely crossing. Drivers of heavy vehicles should exercise caution when steering or making sudden turns. Wearing a seatbelt at all times is crucial.

According to Decree 168/2024 on traffic violations, failing to reduce speed or stop to ensure safety as required, resulting in a traffic accident, carries a fine of 20-22 million VND. Not wearing a seatbelt incurs a fine of 800,000-1,000,000 VND.
