Agribank is supporting Hanoi's digital transformation with the initial rollout of 10 smart kiosks at the Hanoi Public Administration Service Center. These kiosks leverage artificial intelligence (AI), optical character recognition (OCR), and facial recognition technology to enable direct document authentication.
Previously, citizens had to submit original documents in person, wait for verification, and collect results hours later. With the new model, users simply scan documents at a kiosk. The system verifies validity, authenticates information, and issues digital copies within 3-5 minutes. Results are delivered online via email, QR code, or mobile application. The digital signature and electronic seal mechanism enhances transparency, reduces errors, and optimizes paper and storage costs.

Before this digitalization, Hanoi processed nearly 70,000 requests monthly for certified copies of original documents. Most communes and wards have only one or two justice officials to handle this volume. The AI system assists with verification, significantly reducing the administrative workload. This boosts the efficiency of justice officials by 3-5 times, while maintaining legal validity and absolute security.
The introduction of smart kiosks also reduces the use of paper, printing ink, and storage costs, contributing to environmental protection and fostering a green, sustainable administration.

Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, lauded the pilot smart kiosk model and the efforts of all parties involved in improving service quality for citizens and businesses. He noted its contribution to the capital's digital transformation strategy and administrative reform.

Beginning 10/11, citizens visiting Branch 1 of the Hanoi Public Administration Service Center can experience the new model. Following a trial period, the model will be expanded to other public administration centers, Agribank transaction points, and select public locations, providing citizens with more convenient access to services.
According to To Huy Vu, Chairman of Agribank's Board of Members, Hanoi is the first locality nationwide to pilot the smart kiosk model, integrating authentication and digital document issuance. He highlighted this as an opportunity to bring public services closer to the people, enabling every citizen to access digital technology, digital banking, and digital public services anytime, anywhere.
"We commit to accompanying authorities at all levels in implementing this model, providing training, guidance, and communication to ensure all citizens, especially those in rural areas, can easily access and use digital public services," an Agribank representative emphasized.

Previously, Agribank, the Public Administration Service Center, and Tran Anh Law Company Limited signed an agreement to establish consulting, support, and public service reception points at Agribank's transaction locations across Hanoi. This model is expected to reduce social costs, save time, and broaden public access to services.
As a state-owned commercial bank, Agribank stated it will continue to collaborate with authorities on administrative reform and digital transformation. This effort aims to build a service-oriented administration and facilitate easier public access to services.
