The decision, signed by Standing Vice Chairman Ho Ky Minh in mid-September, aims to quickly mobilize private capital and select contractors with the financial capacity and experience to build the container terminal at Lien Chieu Port.
The project, located in Hai Van ward, covers approximately 172 hectares (including 146 hectares of land and nearly 26 hectares of water). The designed capacity is about 5.7 million TEUs (equivalent to 74 million tons) per year, with an estimated 14.25 to 36.3 million tons per year expected by 2030.

The project plans to build 8 container berths with a total quay length of 2,750 meters, capable of receiving ships up to 18,000 TEUs. In addition, the project will include a barge berth for vessels up to 5,000 tons to consolidate and distribute goods, reduce road traffic, and lower logistics costs.
The port's supporting area will be equipped with a comprehensive system of warehouses, inspection areas, container yards, administrative offices, repair workshops, and technical infrastructure. The port will also have a cargo consolidation area directly connected to the national railway network, facilitating the development of multimodal transport.
The total investment for the Lien Chieu Port Container Terminal project is estimated at over 45,268 billion VND (equivalent to 1.76 billion USD), of which 9,053 billion VND will be contributed by investors, with the remainder mobilized from credit institutions. The project will operate for 50 years from the date of land allocation, land lease, or sea area allocation.

This project will be implemented from Quarter IV/2025 to Quarter I/2036. In phase one (2025-2028), the project will construct and put into operation at least two container berths along with supporting infrastructure and ancillary works, laying the foundation for expansion in subsequent phases.
The project aims to establish a modern container terminal system with synchronized technical infrastructure and ancillary works, meeting the standards of a green port and an international transshipment port.
The Lien Chieu Port project consists of two components: component A (shared infrastructure) with an investment of over 3,400 billion VND from the central and local budgets, which started construction at the end of 2022 and is expected to be completed by the end of 2025. Component B seeks private investment for the remaining port facilities.
During a site visit in 9/2024, Prime Minister Pham Minh Chinh stated that many investors from Japan, India, and other countries are interested in the Lien Chieu port project, emphasizing the need to quickly complete the infrastructure. "Lien Chieu Port holds a very strategic position in terms of logistics. Therefore, we must create a business and investment environment to enhance the attractiveness of this area," the Prime Minister said.
