Deputy prime minister: Resolving stalled projects to inject trillions of dong into the economy

Deputy prime minister Nguyen Hoa Binh believes that the policy of resolving stalled projects will provide the economy with trillions of dong in resources.

At the September 22nd meeting of Steering Committee 751 on resolving bottlenecks for stalled projects, standing deputy prime minister Nguyen Hoa Binh said the Politburo has concluded and directed efforts to focus on resolving these projects to boost the economy, stimulate production and business, and create favorable conditions for businesses in accordance with the spirit of Resolution 68.

Last year, the Politburo issued Conclusion 77 on resolving stalled projects and land issues, assigning specific tasks to ministries, sectors, and localities. Subsequently, the National Assembly issued Resolution 170/2024 to implement the Politburo's directives.

The deputy prime minister assessed that these new regulations have resolved previous inconsistencies. With the pilot results of Conclusion 77 and Resolution 170, localities have requested permission to expand the application of this mechanism.

"Resolution 170 only allows pilot implementation in five provinces and cities. This is a cautious and necessary step towards nationwide expansion," the deputy prime minister said. According to him, summarizing the implementation of Conclusion 77 and Resolution 170 is crucial for expanding its application as requested by localities, meeting the expectations of the people, and the anticipation of the business community.

He requested the standing body of the steering committee to gather opinions from agencies and finalize the report to the Politburo. "With a firm and scientific approach, listening to the opinions of agencies, the business community, and the people's recommendations, this policy will be successful, bringing trillions of dong into the economy from now until early next year," he added.

According to previous reports from ministries, sectors, and localities, there are nearly 3,000 stalled projects nationwide, lasting for many years with a significant amount of wasted resources. These projects are mainly due to legal obstacles related to land management, planning, and usage. The stalled projects fall under the jurisdiction of both the central government and primarily local authorities.

Dr. Can Van Luc, a member of the National Monetary and Financial Policy Advisory Council, believes that if these projects are resolved, GDP could increase by 1-2%. This is a resource for Vietnam to achieve its growth target of 8.3-8.5% this year, aiming for double-digit growth in the coming period.

According to the deputy prime minister, the government has implemented the central government's conclusions, focusing on resolving numerous projects and achieving significant results. Specifically, resolving bottlenecks has helped unlock substantial land and financial resources for the economy. To date, the government has resolved, within its authority and directed localities to handle, 1,154 projects with a total registered investment value of approximately 675,000 trillion dong and hundreds of thousands of hectares of frozen land.

"Putting these projects into the economy means injecting a huge amount of resources to promote economic development," he assessed.

Furthermore, this policy also helps implement the policy of combating waste. Typical examples are the two projects of Bach Mai Hospital and Viet Duc Hospital's second facility, which have been stalled for 10 years but are now being resolved, unlocking a substantial amount of assets.

Through addressing stalled projects, according to government leaders, management agencies have identified shortcomings in policies and institutions, including many inappropriate regulations, especially regarding land, bidding, and lack of interconnectivity. From this, policymakers can improve policies.

He also stated that projects are being resolved in a way that does not legalize violations. Therefore, all cases of violations have been audited, inspected, and organizations and individuals involved have been strictly handled. This is also a lesson for management agencies to continue handling such situations in the future.

In addition, the confidence of the people and businesses in the policies and guidelines of the Party and State has been improved. According to the deputy prime minister, resolving these bottlenecks demonstrates the spirit of a facilitating government, a state that accompanies and listens to businesses, and addresses difficulties. This also helps many businesses avoid the risk of bankruptcy, creates jobs, relieves difficulties for the banking sector, and ensures macroeconomic stability.
