This viewpoint was expressed by Deputy Prime Minister Nguyen Chi Dung during a discussion with representatives of Nvidia on the morning of 23/9.
The deputy prime minister asked Nvidia to partner with Vietnam as a strategic investor, creating a foundation for Vietnam to make breakthroughs in science and technology. He mentioned the need for Nvidia to support Vietnam in developing sovereign AI, technology, expertise, and building national-level AI solutions.
Sovereign AI is the ability of a nation to develop its own AI using its infrastructure, data, workforce, and business networks.
Analysts have emphasized the importance of building an AI ecosystem based on Vietnamese data, thereby protecting national interests and creating real value for the economy.

The government leader also requested the American chipmaker to collaborate on improving the legal framework for AI and increase research and human resource training cooperation with universities, research institutes, and startups.
He encouraged both sides to quickly identify priority areas, especially in the strategic technology list, to deploy cooperation with Nvidia's AI research centers. He also suggested expanding talent training programs, supporting Vietnamese students and engineers to participate in Nvidia's AI Academy through the Jensen Huang Scholarship Fund.
In addition, the government hopes Nvidia will strengthen cooperation with the National Innovation Center (NIC), develop the AI startup ecosystem, and expand incubation activities, connecting startups with venture capital funds. The deputy prime minister asked Nvidia to expand the scale and frequency of annual programs in many localities to spread knowledge and connect the community.
The government leader assigned the Ministry of Finance, the Ministry of Science and Technology, and Nvidia's R&D Center to quickly turn the agreements into projects. He affirmed the government's commitment to accompanying and creating favorable conditions for Nvidia to invest, considering Vietnam its "second home".
Late last year, the American chipmaker signed an agreement with the Vietnamese government to open an R&D Center and an AI Data Center to promote the application of artificial intelligence and create jobs for the domestic workforce.
According to Deputy Minister of Finance Do Thanh Trung, the agreement has opened up many positive results in research infrastructure, the AI startup ecosystem, and connections between universities and research institutes.
Vietnam has identified development based on knowledge, science, technology, innovation, and digital transformation to improve productivity and competitiveness, aiming to become a developed country by 2045.
At the upcoming 10th session, the government plans to submit to the National Assembly a specialized law on AI, creating a legal corridor for the development of this field for the new development phase. Along with that, the government is also focusing on promoting the training of digital human resources, building a force of high-quality engineers and technology experts, and implementing the "Digital Literacy Campaign" to popularize digital skills and AI for everyone.
