According to a decision signed on 18/9 by Tran Bau Ha, Vice Chairman of the Ha Tinh People's Committee, Ky Xuan, Ky Anh, and Ky Khang communes (formerly part of Ky Anh district) have been selected as the location for the 400 MW Ky Anh wind power plant, featuring 47 turbines.
The Ha Tinh People's Committee has assigned the Department of Industry and Trade to lead the investor selection process, appraise the feasibility study, and collaborate with relevant parties to oversee the process.
The administrations of the three communes where the plant will be located are responsible for assisting with compensation and site clearance. The selected investor must comply with all regulations regarding planning, land, environment, and electricity, and ensure the project's timely operation as committed.
The Ky Anh wind power plant project has a total investment of over 17,000 billion VND, with an operational period of 50 years from the time the state allocates land and water surface leases. The project will utilize approximately 5.5 hectares of land with a fixed term, 825 hectares of water surface, and about 19 hectares of temporary land. To connect to the national grid, the selected investor will invest in constructing a double-circuit 500 kV transmission line from the plant's booster station to the national grid's 500 kV line 3.
After the investor is selected, the project is expected to commence construction no later than Quarter IV/2026 and begin operation by the end of 2028.
Located in the North Central Coast region, Ha Tinh province has advantages for renewable energy development due to high solar radiation, a long coastline, and relatively synchronous transmission infrastructure. The province currently has the Cam Hoa solar power plant (50 MW) and the Cam Hung plant (29 MW), with several other projects under survey and awaiting planning additions. However, the proportion of renewable energy in the area remains low, with some projects delayed due to planning and grid infrastructure issues.
According to Resolution 70 of the Politburo on energy development, renewable energy is a prioritized power source until 2030. According to the adjusted Power Development Plan VIII, total renewable energy capacity (excluding hydropower) will reach approximately 28-36% of the power mix. This includes about 26,066-38,029 MW of onshore and nearshore wind power and 6,000 MW of offshore wind power.
By the end of last year, Vietnam's power system had nearly 17,000 MW of solar power (both rooftop and centralized) and over 5,000 MW of wind power. These sources account for about 26% of the total system capacity.
