Hai Phong is establishing a specialized economic zone spanning 5,300 ha, following a decision signed by Deputy Prime Minister Tran Hong Ha on 12/2.
This economic zone is strategically located across six communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung, and Binh Giang. It represents a significant step to create a new growth pole with modern infrastructure for the entire Northern coastal region.
The Hai Phong specialized economic zone is designed for multi-functional development, deeply integrating manufacturing and services. Its functional sub-zones are tailored for modern development goals, including: industrial development areas (industrial parks and clusters), a general commercial and service area, a non-tariff zone, a system of logistics centers, and innovation centers. The specific scale and location of each functional zone will be detailed in the approved construction master plan.

The primary objective of the economic zone is to maximize Hai Phong's existing industrial and service base, focusing on high-tech and environmentally friendly industries. Beyond economic growth, the project emphasizes enhancing international trade connectivity, closely integrating investment attraction with ensuring national defense and security, and preserving local historical and cultural values.
The government expects the Hai Phong specialized economic zone to become a socio-economic driver for the entire Red River Delta region. Projections indicate this economic zone will contribute approximately 3-4% to Hai Phong city's GRDP by 2030, increasing to over 5% in the period after 2030. To achieve these targets, the city will implement transparent, open, and business-friendly mechanisms and policies, while also focusing on training high-quality human resources to boost residents' incomes.
The development roadmap for the economic zone is clearly defined across stages. During the two years of 2025-2026, the city will focus on completing the general plan and the 1/2000 sub-zone construction plan. From 2026-2030, investment and construction activities will commence, bringing key projects into operation.
Looking ahead to the 2031-2035 period, Hai Phong aims to complete its synchronous socio-economic infrastructure, accelerate urbanization to form a green, smart urban area with high-quality services, effectively connected to major economic centers regionally and globally.
