President Luong Cuong emphasized Hai Phong's strategic importance during his address at the Hai Phong 2025 Investment Promotion Conference, held on 15/7 as part of the ABAC 3 Conference Week.
He commended the city's proactive integration and commitment to improving the investment environment. "Hai Phong is emerging as a major economic, industrial, and logistics hub for northern Vietnam and the entire country," he stated.

In 2024, Vietnam's import-export turnover reached over 786 billion USD, placing the nation among the top 20 largest trading countries globally. Hai Phong serves as northern Vietnam's largest export gateway and plays a critical role in global supply chains.
Amidst geopolitical and technological shifts, the president highlighted adaptability and innovation as crucial for survival, noting that Hai Phong embodies these qualities with its seaport ecosystem, industrial zones, and smart city initiatives. He believes these projects enhance customs clearance, create tens of thousands of jobs, and solidify the city's role as a strategic growth pole.
The National Assembly's approval of a resolution allowing a pilot free trade zone in northern Vietnam provides an "institutional runway" for Hai Phong to become a leading dynamic and innovative economic center in the region, he added. He urged businesses to go beyond simply discussing investment opportunities and to "create value, share knowledge, and strive for an open, inclusive, and resilient Asia-Pacific region".

At the conference, Hai Phong City awarded investment registration certificates and signed memorandums of understanding totaling over 15.5 billion USD. These include industrial infrastructure projects in Tan Trao, Ngu Phuc, Thuy Nguyen, Tran Duong - Hoa Binh, and the Lach Huyen port cluster (berths 9 to 12), along with high-tech and green growth FDI projects.
This year's ABAC 3 Conference Week brought together over 1,000 domestic and international delegates, including senior leaders from the Party, State, international organizations, business associations, and major corporations from 21 APEC economies. Several international business delegations visited Hai Phong's industrial parks and seaports.
Representatives from investors such as Trakmotive (USA), Korean and European business associations expressed their desire to expand cooperation and investment in Hai Phong. City leaders pledged to create a supportive government that prioritizes business convenience and satisfaction, aiming to provide the best possible business environment for investors.
