Green consumption is a key component of Vietnam’s National Green Growth Strategy for 2021-2030, with a vision to 2050, and the National Action Program on Sustainable Production and Consumption (SCP) for 2021-2030.
To implement the SCP program, Hanoi aims for all its districts and towns to promote and raise awareness of sustainable lifestyles and consumption in 2025. The city also aims to educate 100% of industrial parks and clusters, and 70% of craft villages about sustainable production and consumption. Points of sale such as traditional markets, supermarkets, and shopping malls are encouraged to eliminate the use of non-biodegradable plastic bags.
According to experts, a trend of green consumerism is emerging in Hanoi, with behaviors such as choosing organic food, using biodegradable packaging, and reducing plastic waste. This change is driven by younger, more educated residents concerned about health and willing to pay more for sustainable products.
To effectively implement the national SCP program, Hanoi is actively promoting and disseminating knowledge about the benefits of sustainable production and consumption to the community, businesses, and management systems at all levels.

The city has printed and distributed 2,000 green living handbooks and shown over 1,000 video clips at shopping malls. In addition, 5 television reports and 30 articles have been created to spread the message of cleaner production.
Along with mass media outreach, the city has organized 4 policy dissemination conferences and 10 technical training courses on cleaner production and sustainable consumption for hundreds of technical staff at production facilities. At these training sessions, experts and businesses shared successful green and circular economy models and experiences in overcoming implementation challenges, thereby enhancing the capacity of local units to apply these practices.
Hanoi has also organized major environmental events such as World Water Day, World Environment Day, and Earth Hour, attracting wide community participation. The city has also encouraged officials to support the "Vietnamese people give priority to Vietnamese goods" campaign to promote domestic consumption.
These communication activities, combined with major programs such as energy saving and industrial promotion initiatives, create a comprehensive ecosystem for sustainable production and consumption.
The National Action Program on Sustainable Production and Consumption (SCP) for 2021-2030 aims to manage, exploit, and use resources, fuels, and materials efficiently, and to encourage the development of environmentally friendly, recyclable products. The program also promotes sustainable production and consumption, creates stable and green jobs, promotes sustainable lifestyles, improves people's quality of life, and works towards a circular economy in Vietnam.
