Dien Bien Power Company (PC Dien Bien), a subsidiary of EVNNPC, announced that by 9:40 PM on 3/8, power had been fully restored to all areas affected by the flooding that began in late July. All 97 affected substations are now safely operational. For households where flood damage prevented accurate assessment, power lines were proactively disconnected beyond the meter for safety.

On the afternoon of 3/8, prime minister Pham Minh Chinh and a delegation visited Na Son, Tia Dinh, and Xa Dung communes (formerly Dien Bien Dong district) to assess the situation and receive reports on disaster relief efforts, including those of the power sector.
The prime minister commended PC Dien Bien's staff for their proactive, flexible, and swift work in restoring power to the heavily affected areas.
"However, in all situations, the safety of residents and workers must remain the top priority. There must be no risks taken during power restoration in flood-stricken areas," the prime minister emphasized.
The visit was part of the government's directive to quickly stabilize the lives of those affected by the floods, ensuring essential services like power, water, and communication are restored as soon as possible.

Immediately following the disaster, EVN and EVNNPC issued urgent directives to their member companies, particularly PC Dien Bien and PC Son La, to mobilize all available personnel, equipment, and materials for on-site response.
"Absolutely do not allow prolonged power outages for residents. Safety must be ensured at every stage of restoration," Nguyen Duc Thien, general director of EVNNPC, instructed in a directive issued late last week. "Units must maximize the '4 on-site' principle and continuously monitor the situation on the ground to take timely and effective action."

Despite adverse weather, difficult terrain, and numerous landslides, hundreds of power sector workers worked through the night, manually transporting equipment across streams and steep slopes to quickly re-erect poles, restring power lines, and restore electricity section by section.
