The proposal is outlined in the draft Decree on a controlled testing mechanism for the securities sector. Five financial technology solutions are being piloted, including: AI applications in investment, market making and advisory services, open application programming interfaces (open API), and regulatory technology (regtech).
Specifically, using artificial intelligence for investment involves securities companies and fund management companies providing algorithmic solutions for clients to design their own investment principles for AI to place, modify orders, and structure portfolios according to their needs. The number of investors participating in the pilot will not exceed 1,000.
Stocks eligible for AI-driven investment or market making are not part of the VNX All Share index basket. This index currently comprises 329 listed stocks with a market capitalization exceeding 7.1 quadrillion VND.
To be considered for the pilot, securities companies and fund management units must meet financial safety indicators, not be under warning or control, and have no accumulated losses. The maximum pilot duration is 5 years.
The drafting agency stated that this pilot mechanism aims to foster innovation in the securities sector. The policy also seeks to assess the risks, costs, and benefits of fintech solutions, serving as a basis for future legal framework development.

At a securities workshop held in Ho Chi Minh City last week, leaders of several securities companies asserted that amidst the AI boom, digital transformation is almost mandatory to enhance competitiveness. The application of AI in the securities sector also presents challenges related to cybersecurity, data security, and risk management.
