T&T Group and Vinacom Investment and Trading Company signed a cooperation agreement on 8/10 in Vientiane to develop and operate the Savan 2 wind power project. This event took place during Vietnamese Prime Minister Le Minh Hung's official visit to Laos with a high-level delegation.
The project will be researched and implemented in Nong district, Savannakhet province. It is expected to contribute renewable electricity to Vietnam's power supply plan and aligns with the energy cooperation strategy between Vietnam and Laos.

Under the agreement and cooperation plan between the two governments in 2026, Savan 2 is among the projects facilitated for construction and commercial operation. Both sides aim to support investors developing power projects in Laos for electricity sales to Vietnam. They will also coordinate research on connection lines, determine capacity, and implement eligible electricity export projects by 2030.
According to the revised Power Master Plan VIII, Vietnam anticipates importing approximately 9,360-12,100 MW of electricity by 2030. The plan prioritizes increasing imports from Laos as per agreements between the two governments. The development of Savan 2 is part of the strategy to expand supply and connect regional power systems, adding renewable energy sources for Vietnam.
Beyond supplementing power supply, the project's implementation can boost construction, transportation, services, and trade along the Vietnam-Laos corridor. This is especially true in Savannakhet province and the North Central provinces connected via the Lao Bao border gate. These activities are expected to create employment opportunities, support local livelihoods, and contribute to socio-economic development, maintaining security and order in the border region.

The Savan 2 wind power project follows Savan 1, bringing T&T Group's total designed wind power capacity in Laos to 990 MW, or nearly 1 GW.
Previously, in late December 2025, 48 turbines from giai doan 1 of T&T Group's Savan 1 wind power plant in Savannakhet commenced commercial operations, providing a total capacity of 300 MW. Upon completion of both giai doan, Savan 1 will have a total capacity of 495 MW. The plant is expected to supply approximately 0.9 billion kWh of electricity to Vietnam annually.
According to T&T Group, the process of completing procedures, constructing the plant, and investing in the transmission system and grid connection for giai doan 1 took about 16 months. To implement the project, the group and its contractors simultaneously constructed the plant and transmission infrastructure. In addition to turbine installation, units built access roads for the construction site, constructed bridges to transport oversized and overweight equipment, and installed a nearly 70 km long 220 kV transmission line to the 220 kV Lao Bao substation.
After six months of construction, the power transmission line from Savan 1 in Laos was connected to Vietnam's 220 kV line. This existing transmission line, already connected to Vietnam's power system, can support Savan 2's connection process.

Besides construction progress, capital arrangement was crucial in Savan 1's development. During the preparation giai doan, Savan 1 Wind Power Company signed a capital arrangement agreement with Military Commercial Joint Stock Bank (MB) and received a financing package of over 490 million USD for giai doan 1.
The company reported that after nearly seven months of commercial operation, Savan 1 recorded approximately 36.5 million USD in revenue. From the experience of implementing Savan 1, T&T Group gained practical insights into capital arrangement, construction organization, and cross-border wind power project operation. These factors can be leveraged when developing Savan 2, alongside completing investment procedures and grid connection plans.
