On the afternoon of 11/9, the Vietnam Chamber of Commerce and Industry (VCCI) held a symposium on "PCI 2.0 Index Methodology" and signed a cooperation agreement to implement the "Annual Vietnam Private Sector Economic Report Initiative". According to Mr. Hung, the annual private sector economic report led by VCCI helps identify factors hindering business operations and increasing costs for private enterprises. It also highlights the need to build a fair environment and the responsibility of businesses in proactively enhancing their internal strengths.
"With VCCI's prestige and experience after more than 20 years of implementing the Provincial Competitiveness Index (PCI), we believe this program will contribute to promoting reform, creating market confidence, and supporting the growth of the private sector, towards the development goals of Vietnam by 2045," the Tan Hiep Phat representative emphasized.

Dau Anh Tuan, VCCI Deputy Secretary General and Head of the Legal Department, said the partnership with Tan Hiep Phat not only maintains and upgrades the PCI program but also reflects a shared vision for the development of Vietnam's private sector.
According to Mr. Tuan, the upcoming annual report will follow a "diagnosis-treatment" approach. Based on initial survey results, VCCI will work with experts to analyze the root causes and propose specific improvement solutions for each locality. The report will also combine statistical data analysis with businesses' feedback on access to resources, administrative procedures, digital transformation, and sustainable development.
The annual publication will offer practical policy recommendations to improve local economic governance, enhance provincial competitiveness, and promote innovation and development in Vietnam's private economic sector.
The report will apply the Provincial Competitiveness Index 2.0 (PCI 2.0) methodology, an upgraded version of the PCI implemented by VCCI for the past 20 years. This updated version incorporates new growth drivers such as digital transformation, innovation, green economic development, and local governance quality. PCI 2.0 will provide provincial and municipal governments with a stronger basis to promote improvements in the business and investment environment in the new context of post-merger integration, as well as implement the Central Government's strategic directives on economic development, science and technology, innovation, and international integration.
Mr. Tuan emphasized the crucial role of collaboration between research organizations, business community representatives, and relevant stakeholders, from central ministries and agencies to local business associations and research experts, in perfecting the methodology and ensuring the report's applicability and effectiveness. "Tan Hiep Phat is the founding partner of this program, and VCCI hopes that more private enterprises and corporations will join us to create a wider impact and realize the vision for Vietnam's private sector development," he said.
The Provincial Competitiveness Index (PCI), published by VCCI since 2005, has become an important channel reflecting the quality of local economic governance and business environment, contributing to reform and private sector development. Entering a new phase, PCI 2.0 builds on the achievements of the past 20 years while innovating methods, expanding the scope of assessment, and aligning with trends in the digital economy, green economy, and modern governance standards. This helps better reflect business needs and support localities in enhancing their competitiveness. From this foundation, VCCI and Tan Hiep Phat have initiated the Annual Vietnam Private Sector Economic Report, aiming for a more comprehensive picture of the current situation, challenges, and potential of the private economic sector.
