Tay Ninh province has unveiled a plan for breakthroughs in science, technology, innovation, and digital transformation. The plan, issued by the People's Committee in late August, outlines the province's ambition to allocate 2% of its GRDP to fund scientific and technological research and development. By 2030, Tay Ninh aims to have at least 40 science and technology enterprises and 40% of its businesses engaged in innovation activities.
Within the same timeframe, the province aims to establish an internationally connected research and development center, foster over 150 startups, and create two business incubators. Regarding digital transformation, Tay Ninh expects the digital economy to contribute 15% to its GRDP.
To achieve these goals, the province plans to implement incentives encouraging businesses, particularly SMEs, to embrace digital transformation and apply advanced technologies to enhance production, business operations, and management. Tay Ninh seeks to leverage its strength in attracting foreign direct investment (FDI) to facilitate knowledge transfer and train specialized personnel.
The provincial policy bank will offer preferential loans to students pursuing STEM (science, technology, engineering, and mathematics) fields, including undergraduates, master's, and doctoral candidates. Loans can cover full tuition fees plus up to 5 million VND per month for living and other educational expenses, with an interest rate of 4.8% per year, lower than commercial rates.

The province will support the development of strategic digital technology enterprises, including assigning specific tasks and projects to these businesses. Industrial parks will prioritize attracting investment, particularly in the semiconductor chip sector. Tay Ninh will plan and develop high-tech industrial parks located near the innovation center and a centralized information technology zone, attracting large enterprises to serve as key drivers.
Leveraging its proximity to Ho Chi Minh City, Tay Ninh also aims to collaborate with other provinces in the Southeast region to create a broader science, technology, and innovation ecosystem.
In addition to its focus on science and technology, Tay Ninh, a major industrial hub in southern Vietnam, also aims to stimulate the private sector, particularly SMEs. In the last 5 months of the year, the province plans to allocate funds to provide legal consulting services to SMEs. Furthermore, consulting services and support programs will help businesses adopt digital technologies, cashless transactions, and e-commerce.
Tay Ninh (merged with Long An) is among the top 10 provinces in Vietnam in terms of economic scale. The province is considered a key industrial hub in the south. Tay Ninh currently has 46 industrial parks covering over 14,500 hectares, of which 32 are ready for investment with an occupancy rate of nearly 70% and approximately 1,000 hectares of available land. These industrial parks have attracted over 2,400 projects, including 1,400 FDI projects with a total registered capital of 17.3 billion USD, creating jobs for around 350,000 workers.
The private sector, comprising 37,400 enterprises with a total registered capital exceeding 912,000 billion VND and over 92,000 business households, contributes about 60% to the province's GRDP.
