The Ho Chi Minh City Tax Department recently disclosed 3,225 businesses that were delinquent on tax payments and other state budget revenues totaling 9,715 billion VND as of the end of last year (2025).
The list includes 13 businesses with debts exceeding 100 billion VND, while the remaining debts range from hundreds of millions to tens of billions of VND. The majority of these tax-delinquent businesses operate in the real estate investment and business sector.
Vung Tau Paradise Joint Venture Company leads the tax debt list, owing 2,066 billion VND. This entity operates a 27-hole golf course located on prime coastal land in the former Vung Tau City.
Golden Hill Investment Joint Stock Company ranks second, with a debt of 1,568 billion VND. The company, established in 2017 with an initial capital of 100 billion VND, has since seen its capital increase dozens of times. It has consistently been among the top tax debtors in Ho Chi Minh City in recent years.

According to regulations, tax authorities disclose taxpayer information when payments are 90 days overdue. For businesses with tax debts, the tax agency implements various enforcement measures, including: debiting funds from accounts, freezing accounts, suspending invoice use, halting customs procedures for imported and exported goods, seizing assets, and revoking business registration certificates.
Last year (2025), Ho Chi Minh City's tax sector collected approximately 620,000 billion VND, marking a 21% increase year-on-year. This collection significantly contributed to the city's total budget revenue of 800,000 billion VND.
