On 26/1, the Standing Government and the Standing Committee of the Party Committee of the Government met to approve draft reports and submissions to competent authorities regarding nuclear power projects.
According to information from the meeting, after several rounds of negotiations, Vietnam has basically reached an agreement with Russia on the entire draft cooperation agreement for the construction of the Ninh Thuan 1 nuclear power plant. The operator also completed institutional development, implemented some land clearance work, and trained human resources.
Delegates agreed on important contents for preparing reports and submissions, seeking opinions from competent authorities regarding this project.

Last year, the Politburo issued Resolution 70 on ensuring national energy security, which called for the early implementation of the Ninh Thuan 1 and Ninh Thuan 2 nuclear power projects. The Ninh Thuan 1 plant, with EVN as the investor, is located in Phuoc Dinh commune, Thuan Nam district (formerly).
At the conference at the end of last month, Nguyen Anh Tuan, General Director of Vietnam Electricity (EVN), stated that EVN expects the investment adjustment policy, the inter-governmental agreement, and project credit to be approved by competent authorities in 2026. Additionally, parties continue discussions and preparation to commence some project items in 2026.
Previously, Russia's Rosatom Group held a phone call with Prime Minister Pham Minh Chinh, committing to cooperate with Vietnam in building the Ninh Thuan 1 nuclear power plant using the most modern technology.
Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that building a nuclear power plant is a large, strategic project with a century-long vision. However, this is also a new, high-tech, sensitive field, particularly regarding nuclear safety.
The Government leader requested the Ministry of Industry and Trade, along with relevant ministries, agencies, and corporations, to finalize the draft reports and submissions of the Party Committee of the Government regarding the project. This agency is assigned to submit the draft agreement between Vietnam and Russia and proposals for competent authorities to consider.
The Prime Minister noted that the content of the reports and submissions must be concise, comprehensive, and clearly present the project implementation process, negotiation status and results, and the core content of the draft agreement on the Ninh Thuan 1 nuclear power project, which both sides thoroughly discussed. Additionally, the reports should address matters related to promoting the deployment of the Ninh Thuan 2 nuclear power plant. The reports and drafts must be completed by 27/1.
