On 1/9, while attending the expanded Shanghai Cooperation Organisation (SCO) Summit in Tianjin (China), Prime Minister Pham Minh Chinh met with Cambodian Prime Minister Hun Manet.
He suggested both countries enhance cooperation and facilitate investment and business activities for companies from both nations, aiming for a $20 billion trade volume in the coming period, doubling the current figure.

In 2024, bilateral trade between Vietnam and Cambodia reached $10.1 billion, a 17.5% increase compared to 2023. In the first 7 months of 2025, the trade volume surpassed $7 billion. The Prime Minister also expressed his desire to strengthen transport links, simplify cross-border transport procedures, and enhance tourism cooperation.
Cambodian Prime Minister Hun Manet agreed to expedite the completion of the Phnom Penh – Bavet expressway and inaugurate the Tan Nam – Meun Chey border gate.
In a meeting with Indian Prime Minister Narendra Modi, Prime Minister Chinh agreed to make breakthroughs in economic, trade, and investment cooperation, maximizing the geo-economic advantages and market potential of both countries. They also agreed to expand science and technology cooperation into a key area.
Meeting with Malaysian Prime Minister Anwar Ibrahim, Prime Minister Chinh called for increased rice trade and cooperation in maritime and Halal sectors. The Malaysian Prime Minister suggested strengthening cooperation in fisheries and agreed to soon approve the Action Program to implement the Vietnam - Malaysia Comprehensive Strategic Partnership for the 2025-2030 period.
On the same day, Prime Minister Chinh met with Armenian Prime Minister Nikol Pashinyan, requesting Armenia to coordinate with member countries of the Eurasian Economic Union (EAEU) to remove the threshold safeguard mechanism for Vietnamese exports. He also urged the promotion of bilateral mechanisms with Vietnam to enhance economic, trade, and investment cooperation between the two countries.
The two Prime Ministers agreed to foster bilateral relations in the coming period, including considering visa exemptions for citizens of both countries to promote tourism, connect business communities, and cooperate in logistics.
