The Vung Ang II BOT thermal power plant (VAPCO), comprising two 1,200 MV units, is located in the Vung Ang Economic Zone (Vung Ang ward). The project, using imported coal, represents a total investment of 2.2 billion USD.
Mitsubishi Corporation (Japan) holds a 60% stake in VAPCO, with the Korea Electric Power Corporation (KEPCO) owning the remaining 40%. Construction on the BOT project began in 2021.
After 4 years of construction, the first unit was inaugurated on 18/9. The second unit is currently undergoing testing and is expected to be fully operational soon. The investor aims to have the entire plant generating electricity by Quarter III of this year.
Once both units are online, the Vung Ang II thermal power plant will supply approximately 7.8 billion kWh annually to the national grid, contributing an average of 30 billion VND per month to the state budget.

Tran Bau Ha, Vice Chairman of the Ha Tinh People's Committee, stated that this strategic project contributes to national energy security and Ha Tinh province's sustainable development.
The plant utilizes ultra-supercritical (USC) boiler technology, reducing fuel consumption and emissions.
Established in 2006, the Vung Ang Economic Zone spans over 22,000 ha and has attracted approximately 150 investment projects, creating jobs for nearly 20,000 workers. Notable projects include the Formosa Ha Tinh Steel Plant and the Vung Ang I Thermal Power Plant.
In the first 6 months of the year, Ha Tinh attracted 20 investment projects, including two foreign direct investment (FDI) projects. Compared to the same period last year, the number of projects increased by three, and the total registered capital tripled.
