Choosing between TMU and PTIT for fintech studies

My child wants to study fintech but is unsure whether to choose the Trade University (TMU) or the Posts and Telecommunications Institute of Technology (PTIT).

PTIT offers a fintech program, while TMU offers a banking and finance program with a specialization in banking fintech. My child scored 22 points in the D01 combination (math, literature, and English). Is this score sufficient for admission to these programs? Which university offers a better fintech education?
