The plan for the National High School Graduation re-examination for 328 candidates from Tuyen Quang high school for the gifted was announced on the morning of 7/8. This re-examination follows a widespread fraud scandal discovered during the 2026 National High School Graduation Examination.
Specifically, all candidate numbers and exam rooms will remain the same as in the official examination two months ago. The candidates will be divided among 15 rooms, with candidate numbers ranging from 080163xx to 080166xx (08 is the provincial code). The assignment of invigilators, supervisors, and candidate seating arrangements will be determined by lottery before each examination session. This ensures that one invigilator does not oversee more than one session in the same room. The examination board must prepare at least 5 methods for numbering candidate lists. All procedures will adhere to the regulations of the National High School Graduation Examination.
Do Anh Tuan, Vice Chairman of Tuyen Quang province, will head the re-examination steering committee. Previously, Vuong Ngoc Ha, his counterpart, held this position. The deputy heads include Lam The Hung (Deputy Director of the Department of Education and Training), Vu Luong Thach (Deputy Chief Inspector of the province), Luc The Hung (Deputy Director of the Provincial Police), and Hoang Quoc Cu (Deputy Director of the Department of Health). Tuyen Quang province emphasizes organizing a fair and honest examination, stating that officials or teachers with relatives taking the exam, those under investigation for responsibility, or those directly involved in the previous scoring irregularities will not be assigned duties for this re-examination.
The second National High School Graduation Examination at Tuyen Quang high school for the gifted will take place on 14-15/8. Candidates will sit for two compulsory subjects: Literature and Mathematics, followed by two elective subjects. They will complete examination procedures one day prior. Exam results will be announced on 19/8, with graduation consideration for candidates before 20/8.
Professor Huynh Van Chuong, Director of the Quality Management Department, Ministry of Education and Training, stated that the process will be similar to the official examination. However, the Ministry requires the province not to re-assign individuals who served at Tuyen Quang high school for the gifted during the previous examination. Additionally, the Ministry will closely supervise all stages, particularly the storage of exam papers, answer sheets, and grading.
Reasons for the re-examination at Tuyen Quang high school for the gifted
More than 1,2 million candidates took the 2026 National High School Graduation Examination on 11-12/6. Fraud at Tuyen Quang high school for the gifted was uncovered when 290 out of 328 students scored 9 or higher in Mathematics – the highest percentage nationwide. To date, 29 individuals have been prosecuted. Initial investigations identified collusion among parents, candidates, and teachers. However, the investigation faces difficulties due to the involvement of many individuals.
Therefore, the Ministry decided to organize a re-examination for all subjects. Any candidates found in violation will be dealt with later. The examination papers will aim to be "neither harder nor easier" than those from the previous examination. The 328 candidates were also excluded from the first university admission round. Universities stated they would determine admission scores based on their published quotas, without reserving spots for this group. If candidates achieve the standard scores and meet other conditions after the re-examination, they will be admitted.
