The decision, effective from 1/7, was signed by Minister of Education and Training Nguyen Kim Son.
Huong replaces Associate Professor Bui Anh Tuan, who has retired from his management role. She is the 9th president of FTU since its establishment in 1960 and the first female president in 20 years.

Born in 1977 in Hung Yen (formerly Thai Binh province), Associate Professor Pham Thu Huong graduated from FTU in 2000 with a degree in economics, specializing in foreign economic relations. She worked as a teaching assistant in the business administration department for two years before pursuing a master's degree in economics at Aarhus University, Denmark, graduating in 2004.
Upon returning to FTU, she continued her work while pursuing doctoral studies. Over 20 years, she has held various positions, including lecturer in the business administration department, head of the planning and finance department, head of the training management department, and vice president.
She was appointed associate professor in 2020.
FTU was founded in 1960 as the foreign trade class within the faculty of international relations at the University of Economics and Finance, under the Ministry of Foreign Affairs. In 1967, FTU was officially established to train high-quality personnel in economics, business, finance and banking, law, technology, and foreign languages.
Currently, FTU offers 15 disciplines with over 30 undergraduate programs. Each year, it enrolls approximately 4,000 students across its three campuses in Hanoi, Ho Chi Minh City, and Quang Ninh.
The university aims to become a multidisciplinary institution by 2030, with a vision for 2040, leading Vietnam in economic and business education, innovation and startup ecosystems. Its goals include providing excellent training, scientific research, and community service, and achieving a high standing in Asia.
