The Ministry of Education and Training issued guidelines on September 15th regarding inviting experts, artisans, artists, coaches, and athletes to participate in activities within general education schools. Schools are encouraged to prioritize the following four groups:
Experts and scientists with high professional qualifications and relevant degrees and certifications, practical experience and professional prestige, and recognized achievements and research.
Artisans and artists with titles awarded by the State or awards at the ministry, provincial, or professional association level, whose contributions are recognized by professionals and the public.
Coaches with diplomas and certificates issued by competent authorities, or those who have coached athletes to high achievements and possess practical experience.
Level 1 athletes or higher, or those who have won medals and awards in high-performance sports competitions.
Teachers will chair and manage classes, while experts and artists will provide specialized knowledge, unique skills, and practical experience.
Learning formats can be diverse, including workshops, seminars, training sessions, performances, competitions, and traditional craft exchanges. Regardless of the chosen method, schools must ensure the goals of comprehensive education and the development of students' qualities and abilities through practical skills training.
The Ministry requires that before implementation, schools must survey the needs of students and parents and obtain their consent and agreement on the content, program, and regulations. Funding will be sourced from the state budget according to estimates, along with social mobilization.
Departments of Education and Training are responsible for organizing basic pedagogical skills training for experts and artists before they participate in teaching. They are also tasked with developing collaborative programs between the education sector and cultural, artistic, and sports organizations.

Resolution 71, issued by the Politburo at the end of August regarding education and training development, requires "ensuring harmony between the national and elite aspects, comprehensiveness and specialization, national and global perspectives; and developing education based on cultural foundations and traditional national values".
The involvement of artisans, artists, and athletes in educational activities was also mentioned in Prime Minister Pham Minh Chinh's directive in early June. The Prime Minister emphasized strengthening education in culture, arts, physical education, life skills, STEM education (science, technology, engineering, and mathematics), and career orientation; developing abilities in English, digital literacy, artificial intelligence (AI), culture, and the arts.
