The Ministry of Education and Training has proposed penalties for violations of extra tutoring regulations for the first time in a draft amendment to Decree 127 on administrative sanctions in education.
Individuals and organizations offering extra tutoring to elementary school students, charging regular students for extra classes, or providing off-campus tutoring without notifying the principal could be fined 2 to 5 million VND. Those involved in managing or operating off-campus tutoring in violation of regulations would also face the same penalty.
Schools could be fined 5 to 10 million VND for organizing extra classes for ineligible students, failing to obtain student applications for each subject, not developing tutoring plans for each subject and grade level, or not making these plans public. Schools would be fined 10 to 20 million VND for collecting extra tutoring fees from students.
The highest penalty, 10 to 20 million VND and a 6- to 12-month suspension of educational activities, would be applied to centers offering extra tutoring without registering their business. The same penalty would apply to centers failing to fully disclose or misrepresenting their tutoring activities.

Circular 29 on the management of extra tutoring by the Ministry of Education and Training took effect on 14/2. Schools are only allowed to provide free extra tutoring for three groups of students: those with unsatisfactory results, those selected for gifted student programs, and graduating students who voluntarily register for exam preparation.
Students wishing to receive extra tutoring at school must submit an application, with a maximum of 45 students per class. For each subject, schools are not allowed to provide more than two extra lessons per week. Funding for in-school tutoring comes from the budget.
For off-campus tutoring, individuals and organizations must register their business and disclose information about fees, duration, and other relevant details. Teachers are not allowed to charge their regular students for extra tutoring.
Extra tutoring for elementary school students is prohibited.
