Government demands definitive resolution of Kinh Bac University's issues

The Ministry of Education must find a definitive solution for students facing suspended studies and delayed graduation due to disputes and violations at Kinh Bac University, as directed by the Deputy Prime Minister.

The Ministry of Education and Training announced on the evening of 7/7 that it had received a directive from the Government Office concerning student petitions at Kinh Bac University in Bac Ninh province.

Students reported prolonged educational disruptions due to internal disputes and investor violations. The university's temporary operational suspension left thousands of students with indefinite study breaks and delayed graduations. Many who finished their programs in 2021 still lack degrees.

Deputy Prime Minister Le Tien Chau tasked the Ministry of Education and Training with leading efforts, in coordination with relevant ministries and agencies, to urgently resolve the situation at Kinh Bac University. This directive aims to safeguard students' educational rights, with a report due by 10/7.

Established in 2012, Kinh Bac University is a private institution in Vu Ninh ward, Bac Ninh province. It once offered two master's degree programs and 18 undergraduate programs, covering diverse fields from Medicine to Architecture. Yet, a public report for the 2024-2025 academic year showed enrollment in only 10 undergraduate and two master's programs.

In 8/2025, the Ministry of Education and Training fined the university 360 million dong and suspended its educational activities for 9 months. The suspension prohibited new student enrollment and teaching due to a lack of full-time lecturers.

The Ministry also mandated transferring students or revoking admissions with tuition refunds if transfers were not possible. Despite this, many students returned to classes following a university website announcement. Others dropped out or re-applied elsewhere. Students expressed confusion about the university's regulatory compliance and their degree eligibility if they continued.

A representative from the Ministry of Education and Training's Personnel Organization Department told VnExpress at the time that allowing students to attend classes was "incorrect." The department reported an ongoing investigation but provided no details.

Since the beginning of the year, Kinh Bac University has announced continued suspension of educational activities and recalled 160 higher education degrees improperly issued since 2024.
